I played this level several times and got a bunch of seating requests that I couldn't fill. So I played again and left more empty seats... and still got a bunch of seating requests that I couldn't fill!

I concluded that the game was doing this on purpose, so I played this level by picking up and immediately dropping any such guests to get rid of the offending requests!
